The Development Approaches for Implementation of Digital Government Policy in Thailand

Abstract
The objectives of this research were to study the problems and factors affecting the potential implementation of digital government policies and to present approaches for developing the implementation of digital government policies into the practice of government agencies. This research was mixed methods research, the purposive sampling for quantitative and qualitative studies consisted of 3 groups of respondents' samples.1) In-depth and structured interviews with key informants who are policy administrators of 8 government agencies from 8 agencies using purposive sampling. The data were analyzed and the content was synthesized by subject matters, 2) The researcher used a questionnaire to collect the quantitative data from 400 digital government users to study potential factors for the development of digital government policy implementation approaches, and 3) Evaluation for developing digital government policy implementation approaches by 17 experts.
The findings revealed that 1) problems and obstacles of policy dimensions were that the problem is a misunderstanding of implementation. In the issue of implemental dimensions, it was found that the main obstacle was the preparation of information into the digital government system. In the issue of service dimensions, it was found that people were concerned about the insecurity of data privacy through digital systems, 2) the factors affecting the potential into the best practice are: digital service factor, innovation factor, digital information development factor, and security factor which were statistically significant (p-value <.001) and 3) the increasing efficiency should link the factors affecting the potential for developing digital government policy implementation approaches.
