Abstract

The population with disabilities has fought great battles in the Colombian context, among them, the Deaf population, who from the vindication of their rights have stood against the exclusion and marginalization to which they have been subjected for centuries. This article focused its objective in making an exhaustive review of the concept of disability, taking as a reference the main regulations towards the Deaf population, using the hermeneutic-interpretative perspective, under a rigorous analysis of the regulations and the scope of the concept of disability until today, reaching the conclusion that in order to open the way towards the conception of a real and inclusive participatory education,  it is required that Deaf students and their families have a voice, empowering themselves in the policies and the spaces that these provide them, both in the educational context and in the labor and social context, in short, as beings with full rights.
