Abstract

Civil servants are the subjects of public service activities, divided by industry and field of work in public service activities. The activities of civil servants are associated with the exercise of state power to manage society according to professional sectors and fields. Society is in constant development, and public service activities of countries are being affected by social change trends, especially the development of digital technology. Therefore, civil servants need to be trained to update and supplement knowledge and skills regularly to meet the development requirements of the digital society. In this study, the author focuses on analyzing the issue of retraining civil servants in a specific industry in Vietnam - the Department of Home Affairs, including several key contents: Characteristics of civil servants in the Department of Home Affairs; practice of policies on retraining civil servants in the Department of Home Affairs; requirements for civil servants in the Home Affairs sector and content of the sector's civil servant retraining policy. By analyzing and synthesizing secondary documents, the author clarifies some of the above content, contributing to providing information to help managers of Vietnam's Home Affairs sector better identify the requirements set for civil servants and adjust the content of the Industry's civil servant retraining policy.
